SB10-074 Those of us old enough to remember the 70s oil shortages may remember that the Federal government created an incentive for the use of coal in power plants because it was a readily available domestic fuel, where natural gas was in short supply. How times change. I’m not a rate-making expert, but my understanding is that this bill would allow utilities to make a margin (rate of return) on fuel costs which are currently passed through as incurred right now. My concern is that all fuels should be treated similarly. To what extent will it create a conversion to gas-fired generation and at what cost. I do not believe this is a high priority bill for the Chamber to take a position on at this time unless the impact beyond the utility industry is clarified.
ReplyDeleteSB10-096 This appears to me to be an agenda driven bill that will not offer any substantial benefit to consumers. It asks utilities to provide very detailed information that would probably have no meaning or context for the average citizen. We don’t require any other business to provide such detailed information on their costs. I suspect this bill has little chance of passage, but I think this is the type of non-beneficial mandate that should be opposed as an unnecessary costs to business and consumers.
HB10-1001 It is frightening to me that any legislator thinks that the General Assembly should get this deep into directing how any company, utilities or otherwise, manages its business and resources. In addition to the issue of detailed prescriptive management of private industry, there is a real danger that this could create significant consequences now and in the future. There will be costs to business if utilities are required to make investments in legislatively mandated generation and distribution where there is no understanding of the costs associated with the mandate.
